According to Fox Sports' Ken Rothenthal, the decision rested with Marmol.
UPDATE: Carrie Muskat of Cubs.com is reporting this trade is dead.

Ken Rosenthal of FOXSports.com says, however, the deal isn't sealed quite yet.
Haren-for-Marmol NOT done. #Angels continue to talk to other clubs. #Cubs asked Marmol about teams on his no-trade and whether he would MORE

Rosenthal added that Marmol would have to waive his no-trade clause in order for the deal to be finalized.
The Angels have been waiting to make a decision on Haren's $15.5 million option for 2013, shopping him on the trade market in the process. The 32-year-old posted a 4.33 ERA and 1.29 WHIP over 30 starts for the Halos last season.
Marmol is set to make $9.8 million next season. The 30-year-old has always had dominant stuff, but struggles with his control. He had an 11.7 K/9, but also averaged 7.3 BB/9 over 55 1/3 innings with the Cubs last season while picking up 20 saves.
The Angels had the third-worst bullpen ERA in the American League last season (3.97).
