Penny, who owns a 6.86 ERA in twenty-one innings this year, reportedly felt shoulder discomfort before and during his last relief appearance on Monday, in which he gave up six runs in two innings. The 34-year-old right-hander has had shoulder problems in the past but it is unclear if his current injury is related.
Penny began the year playing for the Fukuoka Softbank Hawks in the Japan Pacific League but left the team after just one appearance, signing minor league deal with San Francisco shortly thereafter.
Otero, 27, was in the Giants' bullpen on Opening Day but was optioned in late April after amassing an 8.64 ERA in seven appearances. The right-hander has been much improved since his return to Triple-A, putting up a 2.83 ERA in fifty-four innings.
